No dog is retarded its usually the owner.
Dogs can smell and hear way better than we can, something in the bowl of water may have set him off, or he may have not wanted any water at all. He may prefer to drink out of puddles of water other than bowls. There’s tons of legitimate reasons why he could have done this. Am I going to sit and list them all, no, because I’m not retarded.
